On the morning of March 14, Kaifeng deputy party secretary and mayor Hou Hong, secretary of party working committee of urban and rural integration demonstration zone Fan Fuzhong, director general of new area administrative committee Xu Qiang, vice director of new area administrative committee Zhang Xiaohong, and secretary general of municipal government He Quanying went to PMAS industrial park of Jufeel group located in the sixth street of Longhai third road of Kaifeng new & high-tech development zone for an investigation.

　　Xiao Zhenbang, responsible person of Kaifeng PMAS industrial park of Jufeel group, represented the company to give a report to Mayor Hou. He said Jufeel AIDS drug prevention agent project and aloe biological base are one of the key bio-pharmaceutical projects and engineering bases for bio-science in Kaifeng City. The entire base has a floor area of 113mu, total investment of 0.48bn yuan and anticipated construction period of 30 months. Since the construction of the project, the company specially aims at practical demand of AIDS drug prevention agent and aloe biology to design build biological industry plant with higher standard, including a nine-storey main office building with an building area of more than 20,000 square meters, P3 experimental building with international standardization, international conference and reception center with five-star standard, GMP standard manufacturing plant, expert building, staff residential building, cultural entertainment center and many supporting buildings. After the project is completed and turned into operation, it will mainly provide AIDS and anti-tumor drug intermediate to African countries like Tanzania. Currently, development units are under comprehensive construction and it is predicted the project will be put into operation at the end of this year. Upon completion, AIDS drug prevention agent project and aloe biological base is expected to be an high-tech biological industrial core area with the highest construction standard and most perfect supporting services among Henan biological industry.

　　After listening to the report about Jufeel AIDS drug prevention agent project and aloe biological base, Mayor Hou communicated her concerned issues such as the latest product and sales strategy with related personnel and gave full recognition to Jufeel PMAS industrial park as key construction project of Kaifeng City. She pointed out that Kaifeng always give top priority to project construction and actively creates an cordial and secure environment for entrepreneurs. The government has specially established and perfected a series of working mechanisms including leading cadres managing key projects separately, joint conference, observation and learning of important projects, vigorously carried out streamlining administration and delegating power, simplified approval procedures and provided better conditions for key project construction.

　　Mayor Hou also stressed that Urban and rural integration demonstration zone of Kaifeng is at the forefront of development. We need to further free the thinking from rigid formulism, actively explore new ways such as simulated approval, parallel approval and online approval based on the compliance with laws and regulations, cut down pre-approval as much as possible, integrate approval links, regulate intermediary services and solve hard problems from system and mechanism gradually; we should also make good use of a series of working mechanisms like joint conference of key project, prioritize the project concerning industry development layout, constantly optimize project construction environment, improve working efficiency of the government and related staffs, cultivate emerging industries, strengthen leading industries and enhance the forthcoming strength and vitality.
